Federal Experience Serving the Public
Before entering private practice, Mr. Colby spent more than a decade serving in federal legal roles with the Department of Homeland Security and the Federal Emergency Management Agency.
As an attorney with U.S. Immigration and Customs Enforcement (ICE), Mr. Colby served as Assistant Chief Counsel in both Atlanta and Houston. He represented the federal government in immigration proceedings before the Executive Office for Immigration Review, including removal proceedings, bond hearings, and detained cases. This experience provided firsthand insight into the immigration system, courtroom advocacy, and the importance of careful preparation in high-consequence matters.
Mr. Colby later served as Attorney-Advisor with FEMA, providing legal counsel related to major disaster recovery operations, federal disaster assistance programs, and Public Assistance grant decisions and appeals. In that role, he helped navigate the complex requirements that determine how communities and organizations recover following disasters.
